Lots of our extreme cold weather shooting gloves and military gloves come from Germany and Russia but other countries too. There could be lots of reasons to freezing fingers, but one that affects most are subzero temperatures. Also, especially with the elderly, it's common to have an impaired peripheral blood flow which affects directly to fingers. And this can also appear with youth as well. Lousy circulation of blood or not, cold is cold, and fingers do freeze. One thing that everyone can and should do is preparation with proper winter clothing and gear. Especially the most sensitive areas, like the head and hands, are essential to cover.

Cold weather gloves that have separated fingers might be better for handling smaller gear and stuff. Still, usually, their handiness ends pretty fast, so it's basically equal to wearing mittens when it comes to thick winter gloves. Good mittens would probably keep your hands warm even if the hell freezes. They are suitable for any civilian outdoor activity and most certainly quality stuff.
