Somewhat strange medical version of the US M-1944 carrying strap. Plastic hardware and medical corps stamp, otherwise identical to the standard version.
All in all, this is a very handy carrying strap. Wider than usual (5 cm / 2") so it's comfortable to carry, length is adjustable from 70 to 120 cm or 28"-48".
