The inner belt is there to keep your pants up, it's a simple length of webbing with loop velcro on the outside (for attaching the outer belt). The inner belt has no buckle, instead it closes with hook-and-loop for a low profile. The outside loop surface makes donning and doffing the outer belt a breeze,

The outer belt is a stiff sandwiched construction of webbing, plastic sheet and hook velcro. The stiffness really shines when you load this thing up with a holstered pistol, some magazines etc. Drawing and reholstering is easy, this belt really stays where it's supposed to!

The AustriAlpin Cobra buckle finishes the whole belt off nicely, one of the sturdiest and most reliable buckles there is.
