Apparently these are some kind of permission cards of the Riga high school of air navigation. Permission to what - that's up to someone else to fill. On the left side, there's a cute little spot for your mug shot. With an expiration date to the late '80s (remember to fill this), this card definitely has some juice left. On the right side the permit number, comrade's name (TOB. short of tovarish), and for what the permit is. Just sign below and you're good to go.
Nobody understands the Cyrillic alphabet anyway, so you can pretty much write anything stupid on this.
