Boots with a membrane are a modern choice. They are waterproof like rubber boots but breathe better. These are good boots for temperate regions and cold weather in general.

GTX boots for your purposes

Hiking boots shouldn't have any unnecessary features like safety toes or sole plates - instead, they should have some height on the shaft and sit proper tight on the feet. Alpina, Haix or the wider Jalas are all pretty good.

In urban use you'll probably be wearing GTX boots mostly during the cold season, so the risk of slipping is a real thing. Jalas uses pretty grippy sole materials, but some swear by Haix.

Military use has its specialties depending on the country. You probably want some shaft and room for double socks. Consider safety features for urban combat.

Maintenance

Important: to avoid damaging the membrane, you should be careful to remove any pieces of gravel that may find their way in. Only use GTX footwear specific shoe care products or you'll risk blocknig the membrane.
